Iowa House Passes Bill with 3.93% Increase in School Funding

In a recent legislative update, Republican State Rep. Shannon Latham shared the exciting news that the Iowa House had passed a bill related to public school funding for the upcoming budget year starting on July 1, 2025. This bill includes several provisions that, when combined, amount to a 3.93% increase in state funding for public schools.

One of the key components of the bill is a 2.25% increase in supplemental state aid (SSA) funding. This increase, paired with the second phase of the teacher salary increase passed during the previous session, will result in a substantial $114.5 million boost for public schools. Additionally, there will be a one-time increase of 0.6% in SSA payments, amounting to $22.6 million more for schools.

Another important aspect of the bill is a $10 increase in per pupil equity, providing an additional $5.8 million in funding. Furthermore, the Operational Sharing Budget will see an increase from 21 to 25, offering an extra $1 million to schools. Additionally, the School Transportation budget will be adjusted to cap the cost of transportation for each school district at the statewide average of $430, resulting in an additional $5.8 million in funds.

With the Iowa Senate passing their version of the bill with a 2.0% SSA, Senate File 167 will now return to the Senate for further consideration. It will be interesting to see how this unfolds in the coming days.

Pharmacy Benefit Manager Reform: A Bipartisan Effort

On February 11, Rep. Brett Barker led the charge in managing House Study Bill (HSB) 99, aimed at reforming pharmacy benefit middlemen. This bipartisan bill was met with unanimous approval from the Commerce Committee and is now eligible for floor debate. Rep. Shannon Latham, an advocate for rural communities and small businesses, eagerly anticipates the opportunity to vote for this bill on the floor.

The issue of unfair pricing practices by Pharmacy Benefit Managers (PBMs) has led to the closure of numerous independent pharmacies in both urban and rural areas. Many PBMs require these pharmacies to charge significantly less than the actual cost of filling a prescription, making it financially unsustainable for these businesses. In 2024 alone, 29 Iowa pharmacies closed their doors, contributing to a total of over 150 closures in the past decade.

Support for Agriculture Education Programs

Summer funding has posed a significant challenge for many agricultural education programs, as it often requires teachers to invest additional time and money in assisting their students. In response to this ongoing issue, Rep. Shannon Latham is co-sponsoring a bill with Rep. Chad Ingels to increase support for agriculture education in Iowa schools.

The House Education Committee recently passed House File (HF) 33, making it eligible for floor debate. This bill aims to create a grant program that would provide funding for agricultural education teachers during the summer months when they are actively engaged with students on various projects, particularly during the growing season and at county and state fairs. Schools with agriculture education programs less than 10 years old could request up to 100% of the cost, while other programs could request 50% of the cost.

A Glimpse into the World Food Prize

Members of the House Economic Development Budget Subcommittee recently had the opportunity to tour the World Food Prize Hall of Laureates. This historic venue holds immense significance, showcasing the importance of food security and agricultural innovation. Following the tour, four high school students shared their experiences of attending The World Food Prize Iowa Youth Institute.

Isaac Vosburg, a senior at Hampton-Dumont High School and one of the Youth Institute delegates, shared his personal journey and the invaluable opportunities he has gained through the program. As a dedicated student leader involved in various school and community activities, Isaac’s story serves as a testament to the transformative power of agricultural education.

To encourage participation in the program, any student who completes a research paper and attends the Iowa Youth Institute will receive a $1,000 scholarship to Iowa State University. Additionally, students selected to attend the Global Youth Institute will receive a $2,000 scholarship. The deadline for registration and research papers is March 31, 2025.
